With the advent of 2020, China’s prefabricated building industry entered the next high-speed development stage, with a market doubling from 2020 to 2025.
2026: THE BEGINNING OF THE 15TH YEAR PLAN - CHINA OVERTAKES 30%+ FOR INDUSTRIALISED BUILDINGS

During the 14th Five-Year Plan (2021–2025), China set a clear industrial mandate: prefabricated buildings should account for more than 30% of the country’s new construction by 2025.
The same national plan ties prefabrication to productivity and waste reduction: construction-site waste at new projects is targeted to fall below 300 tons per 10,000 m², alongside a push for faster industrialization of the sector.
In 2024, the State Council reinforced the decarbonization trajectory of the built environment: by 2025, green building standards are to be thoroughly implemented for newly constructed urban buildings, with ultra-low-energy buildings moving to large-scale rollout by 2027.
